The Tender Evaluation Plan is a 10 page document, with instructions on tailoring the document and a document revision record. The document then provides a Tender Evaluation Plan and Report (TEP). The template provides sections for a company to fill in their details. The template also provides a section to be filled out for approval details. The document includes 6 main headings and 13 subheadings. The main headings include overview, evaluation schedule, tender evaluation team, process, evaluation criteria and evaluation results.

 

This Tender Evaluation Plan (TEP) is used to define the evaluation criteria for a sourcing exercise as well as to document the evaluation process and methodology.  The evaluation criteria in the TEP must match the information requested in the Invitation to Tender (ITT).  A TEP should always be tailored to the needs of your organisation and the sourcing activity in question.  The TEP is used to ensure that Tenders are evaluated in an objective and unbiased manner, and to focus the evaluation on the main sources of value for your company to deliver a lower total contract cost.

The Sourcing Representative, in collaboration with the Contract Owner and any relevant Support Function expert will be responsible for preparing and finalising the TEP (including obtaining the required approvals).  Ideally, the TEP should be finalised prior to issuing the ITT and in any event no later than tender opening.  Promitheia recommends making this template available to your C&P function.
